Can guinea pigs live outside all year round if they have lots of warm bedding?

Hey i was wondering because i've never had guinea pigs outside before.. when i lived in Canada i had 10 guinea pigs all kept inside but now that i've moved to England my dad said i cant have them inside ( for some unknown reason.. i only want two >:[ ). So were planning on getting an outside run that is covered on top and that is able to have a mini hutch inside. Can guinea pigs stay outside all year round or do i have to take them in during winter and when its too sunny because i know they can get sun burnt and heat stroke when its too hot and they can get pneumonia during winter and other stuff.. can i cover the run with some sort of cloth to shield them from the sun ?
